A very fine unmounted mint, with full original gum, example of this difficult departmental issue overprinted "SPECIMEN" type 16.
A scarce King Edward VII Official stamp, particularly in such pristine condition and hardly ever seen unmounted. The Stanley Gibbons catalogue value of £1,200 is for mounted mint examples.
These stamps were used by revenue officials in the provinces, mail to and from Head Office passing without a stamp. The London Office used these stamps only for foreign mail.
