A fine unused as issued, lower marginal example of this Central National Currency (CNC) surcharge rarity.
The surcharge was applied locally in Chungking during the period of severe inflation, resulting in a number of scarce small-setting overprints.
The CNC surcharges were produced in emergency conditions. Local overprinting created many small, inconsistent printings. The watermarked 3c brown surcharged to $20 is one of the scarcest combinations.
