Very fine used example of this scarce parliamentary envelope, addressed to Arbroath, Scotland and cancelled by a London "PAID" Crowned circle datestamp for MR.5.1840. Backstamped by an Edinburgh transit cds for MR.7.1840. Scarce, Parliamentary envelopes were only valid for postage from the Inauguration of the penny post (Jan 10th 1840) until the Issue of the penny black and Mulready envelope (May 6th 1840). Spec. PE9.
